Earth Observation for Urban Governance: Procuring Satellite Solutions for Your City
A non-technical course for city and regional officials on identifying, evaluating, procuring and overseeing Earth Observation (EO) solutions. No code, no sensor physics, just the decision logic that turns a governance need into a satellite service that works. Built around four real European cities: Vienna, Prague, Rennes and Antwerp.
Explain how the Earth Observation pipeline turns satellite signals into governance-ready products, and where free Copernicus data stops and a service begins
Distinguish raw technical capability from a procurable, ready-to-use service, and tell the two apart behind any interface
Match the five EO data types (optical, multispectral, radar, thermal, atmospheric) to the governance question each one answers
Place an offer on the five-level value chain and recognise infrastructure dressed up as a finished product
Treat spatial, temporal and spectral resolution as a procurement constraint, and buy the coarsest resolution that still answers the question
Translate a governance need into structured EO requirements: what information, at what resolution, frequency, format and accuracy
Compare candidate solutions on a weighted decision matrix and defend a shortlist your weights actually support
Read a vendor specification critically, separate marketing from evidence, and reach for 'insufficient information' when the spec earns it
Write a procurement specification, pick a procurement route, and design an implementation-oversight plan
Compile a complete EO procurement dossier and demonstrate the solution's value to elected, financial and public stakeholders
